On 22 April 2026, Macau Millennium College (“MMC”) organised the Seminar on the Constitution of the People’s Republic of China and the Basic Law of the Macao Special Administrative Region and “Face to Face with Young People on Law” Discussion Session for Academic Year 2025/2026, jointly hosted by the Education and Youth Development Bureau (“DSEDJ”) and the Legal Affairs Bureau. Professor Jiang Chaoyang, Professor at the Faculty of Law of the University of Macau and Director of the Centre for Constitutional Law and Basic Law Studies, was invited as the keynote speaker, delivering a professional and in-depth explanation of legal knowledge to teachers and students.

Professor Jiang focused on the core content of the Constitution of the People’s Republic of China (the “Constitution”) and the Basic Law of the Macao Special Administrative Region (the “Basic Law”), as well as the relationship between the two. He explained in detail the functions and role of the Basic Law, repeatedly emphasising that the Constitution, as the country’s fundamental law, has the highest legal authority and provides the supreme legal basis for the implementation of “One Country, Two Systems”. Drawing on the current practice of safeguarding national security in the Macao SAR, Professor Jiang also introduced in depth the specific requirements for fully implementing a holistic approach to national security, as well as the key content of the Law on Safeguarding National Security. This helped teachers and students gain a deeper understanding of the essential meaning of the Constitution and the Basic Law as the constitutional basis of the Macao SAR. Teachers and students listened attentively, took careful notes, and found the session highly rewarding.

During the “Face to Face with Young People on Law” Discussion Session, students spoke actively on topical issues including the scope of application of the Constitution and the Basic Law, the core relationship between the two, the application of laws in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (the “Cooperation Zone”), and its future development. In response to students’ questions, Professor Jiang drew on a wide range of references and answered patiently. Combining the practical achievements of the rule of law in Macao with exploratory experience in aligning legal rules in the Cooperation Zone, he gave precise and professional responses while guiding students to think more deeply. The lively interaction at the venue fully encouraged students to take the initiative in learning, understanding and applying the law.

The successful holding of the activity helped further enhance teachers’ and students’ understanding of the Constitution and the Basic Law, strengthen their awareness of the rule of law and national security, and deepen their sense of constitutional responsibility. It also reflected MMC’s active role in advancing legal education and serving social development within Macao’s higher education sector. As one of the important platforms for the development of higher education in Macao, MMC has consistently responded actively to the Macao SAR Government’s work arrangements for legal education, taken the initiative to fulfil its social responsibilities as a higher education institution, and continued to promote legal education in greater depth and with solid results, contributing to the cultivation of high-quality talent with national awareness, legal literacy and a sense of social responsibility.

MMC will continue to deepen education on the Constitution and the Basic Law and organise more legal education activities in diverse formats and with substantial content. It will continue to enhance teachers’ and students’ legal literacy and rule-of-law thinking, cultivate outstanding young talent who love the country and love Macao, have a strong sense of social responsibility, and possess an international outlook, and contribute the strength of higher education to Macao’s long-term prosperity and stability and to the steady and sustained implementation of “One Country, Two Systems”.
